WHEREAS,
1. The Blue Cross & Blue Crescent Movement (BC-BCM), an internationally recognized non-governmental humanitarian response agency, is committed to providing disaster response, emergency medical services, search and rescue operations, and crisis coordination worldwide.
2. The International Command of the Blue Cross & Blue Crescent Corps (ICBC-Corps) serves as the uniformed operational division of the movement, ensuring strategic crisis response, field command, and emergency relief operations in vulnerable regions.
3. The International Federation of Blue Cross & Blue Crescent Societies (IFBC), in collaboration with national societies and humanitarian agencies, mandates the deployment of skilled leadership for effective humanitarian interventions.
4. The IFBC German Blue Cross Society, recognizing the exemplary leadership, professional expertise, and humanitarian commitment of Salim Tas, has recommended his appointment to a senior operational command position within the International Command.
NOW, THEREFORE, BY VIRTUE OF THE POWERS VESTED IN THE INTERNATIONAL COMMAND, IT IS HEREBY DECLARED THAT:

Valid Until: 20th March 2030 (subject to renewal or reassignment as per organizational regulations)
MANDATE & AUTHORITY
IN THE EXECUTION OF HIS DUTIES, SALIM TAS SHALL:
1. Exercise Operational Leadership – Supervise and coordinate divisional humanitarian operations, ensuring efficient crisis response, resource mobilization, and field deployment in designated regions.
2. Represent the International Command in Crisis Coordination Efforts – Serve as an official humanitarian diplomat and crisis coordinator for Blue Cross & Blue Crescent initiatives across the Middle East.
3. Strengthen Inter-Governmental & Diplomatic Relations – Foster collaborations with United Nations agencies, international humanitarian organizations, governmental bodies, and non-governmental institutions for joint crisis response efforts.
4. Oversee Disaster Relief & Security Operations – Ensure safe and effective relief distribution, security coordination, and emergency preparedness measures in high-risk zones.
5. Develop & Implement Strategic Response Plans – Formulate rescue, evacuation, and rehabilitation strategies for disaster-affected populations, aligned with the humanitarian mission of the Blue Cross & Blue Crescent Movement.
6. Train & Empower Emergency Response Personnel – Establish and manage capacity-building programs for search and rescue teams, first responders, and field operatives.
7. Ensure Compliance with International Humanitarian Laws – Operate in strict adherence to UN guidelines, Geneva Conventions, and global humanitarian principles, maintaining the core values of neutrality, impartiality, and humanitarianism.
8. Report Directly to the International Command Headquarters – Provide periodic mission reports, field assessments, and operational evaluations to ensure transparency, accountability, and mission effectiveness.
LEGAL STATUS & OFFICIAL ENDORSEMENT
1. This appointment is issued under the official seal and authority of the International Command of the Blue Cross & Blue Crescent Corps (ICBC-Corps), in accordance with the governing statutes of the Blue Cross & Blue Crescent Movement.
2. The holder of this designation is authorized to act on behalf of the International Command, in all matters pertaining to humanitarian emergency response, disaster relief coordination, and crisis intervention.
3. All governmental agencies, law enforcement authorities, intergovernmental bodies, and humanitarian organizations are requested to provide unhindered access, assistance, and protection to the appointee in the execution of his humanitarian duties.
4. This appointment remains valid until the expiration date specified unless revoked, renewed, or amended by official directive from the International Command Headquarters.
