The Twelve Fundamental Principles of the Blue Cross & Blue Crescent Movement

The Blue Cross & Blue Crescent Movement is founded upon Twelve Fundamental Principles that guide all its decisions, actions, and institutional conduct. These principles safeguard the continuity, credibility, and cohesion of the Movement and ensure that all humanitarian activities are carried out in a consistent, ethical, and principled manner.

Our volunteers, members, and representatives across the world are guided and governed by these principles, applying them in daily action to make a meaningful difference for people and planet, through responsible and sustainable humanitarian performance.

The Twelve Fundamental Principles, as defined by the Conference of the Movement, are:

1️⃣ Humanitarianism

We commit to the protection of human life and dignity. We actively engage, wherever possible, in saving lives, alleviating human suffering, and promoting human welfare and social reform during humanitarian crises and beyond.

2️⃣ Volunteerism

We uphold voluntary service by dedicating time, skills, and talents for charitable, educational, and humanitarian purposes, particularly in service to communities and vulnerable populations.

3️⃣ Fraternalism

We believe in unity, solidarity, and mutual support among individuals and communities, fostering a spirit of brotherhood and sisterhood for collective humanitarian good.

4️⃣ Moralism

We adhere to ethical values and principles of good conduct, striving to distinguish between right and wrong and to consistently practice integrity, responsibility, and moral accountability.

5️⃣ Transparency

We operate with openness and clarity, ensuring that our actions, decisions, and processes are visible, understandable, and accountable to stakeholders and the public.

6️⃣ Impartiality

We act without discrimination on the basis of nationality, race, religion, gender, class, or political opinion, guided solely by humanitarian need and urgency.

7️⃣ Self-Sufficiency

We believe in building institutional and community capacity to sustain humanitarian action independently, strengthening resilience and confidence in local capabilities.

8️⃣ Empowerment

We recognise the power of knowledge, education, and skills to enable individuals and communities to improve their circumstances and actively shape a better future.

9️⃣ Sustainability

We commit to meeting present humanitarian needs without compromising the ability of future generations to meet their own needs, promoting long-term environmental, social, and institutional sustainability.

🔟 Neutrality

We do not take sides in political, racial, religious, or ideological conflicts. Our actions are guided exclusively by humanitarian considerations, prioritising support to the most vulnerable.

We act with kindness, goodwill, and compassion, responding to human suffering with care and prioritising assistance to those facing the most urgent distress.
