📌 Under the authority of the International Command of the Blue Cross & Blue Crescent Corps (ICBC-Corps), Dr. Khurshid is hereby entrusted with full-scale humanitarian command responsibilities across the Republic of Iraq, including national-level operational leadership, volunteer development, and institutional expansion.

This appointment is issued under the Blue Cross & Blue Crescent Society (Registered under Government of India Act XXI of 1860), operating globally as the Blue Cross & Blue Crescent Movement, a UN–DESA registered civil society organisation with Special Consultative Status with the United Nations Economic and Social Council (UN-ECOSOC).
